I am trying to figure out the best way and the best base for a floating floral arrangement for a pool. Its for a bithday party

if you mean as like a raft for your arrangement try woven bamboo or some kind of large leaf waxed together...good luck xx
I would buy large flowers and cut the heads off and float them in the pool with small floating candles. It looks really pretty. If you really want an arrangement, then use styrofoam (sp?)
